The Tower Basement is a popular place for nobles and courtesans to come to for gaming, drinking and socializing. The upper floors consist of private apartments for those who choose not to reside in the Palace.

Description
Main Entrance
The Tower itself is a wealthy, extravagant place; just like the
nobility themselves, really, as eccentric as they are rich. The walls, ceiling
and floor are all made of plaster covered in a later of marble, while the
other wall and foundation are stout stone and iron beams on the inside to form
a rigid skeleton. Indeed, it seems like the Tower could withstand a heavy
siege for quite a while, though obviously has no artisan well to last for too
long in such a situation. Light emerges through shuttered windows as well as
lanterns set in sconces on the walls and a pair of huge crystal chandeliers
that dangle from the wooden ceiling beams.
Thick red carpeting covers the floors, though only in places that
people tend to relax near; the more well-traveled areas are mainly polished
hardwood so boots don't ruin the carpeting. On the far end of the main chamber
is a huge brick fireplace and an area to comfortably relax with a good book;
sofas and cushions dot the carpet here and there. There is only one other exit
-- a large, strange-looking chamber with ropes and pulleys hanging inside it
and a wooden platform floor.
Tower Basement
Below ground, the lounge would normally, no doubt, have been a cellar
or storage area but has been converted instead into a place for the wealthy to
relax. Below ground, it'd normally be quite cold most of the day, but a set of
ingenious pipes force hot air from the fireplace above to travel down to heat
the lounge comfortably via heating ducts; no doubt of cunning Caerdicci
architecture. Light illuminates the lounge via expensive glass-bulbed wick
lamps, constantly replenished and re-tapered by servants who scuttle here and
there ensuring everyone is comfortable.
There are several sections neatly dividing the lounge itself. A bar
takes up perhaps a third of the place, with a large marble-topped wet-bar
manned by a Bryony adept and numerous tables scattered nearby, as well as
playing-card and dice tables for entertainment's sake. A set of shelves are
piled high with books at the opposite end of the room, with several large
sofas, cushions, and chairs to relax in at any time of the day or night. The
last section is rather more private; it's divided into shadowy alcoves set
into the tower's walls, with beaded curtains able to be drawn over the
archways; each alcove holds several padded benches, a small dining table, an
end table, and an ice-filled drinks box as well as a small, private lantern.
The signs of wealth are everywhere -- all the wood is hand-carved and
filigree'd with gold and silver and every piece of furniture is of the best
quality money can buy. The smell of rich hookah smoke, incense, and poured
fine wine are omnipresent.
