Night Court Council

The Night Court Council of the Court of the Night Blooming Flowers occurs nearly once a month but has had longer hiatuses between meetings. Dowaynes and Seconds of each House appear to discuss topics which have an impact upon Mon-Nauit. The political dealings easily could compare to that of the Royal Court. There is no current Head of the Night Court Council, functioning as an open table council.

Overview
- Notation: This section will feature a brief overview of the Night Court as well as any creation stories.
Organizing a Council
The Council is composed of the Dowaynes and their Seconds, the High Priestess of Naamah, as well as Representatives from those Houses who do not currently have a Dowayne or Second. The Representative must be a fully-marqued courtesan; how he/she is chosen is up to the individual House. The individual speaks for the older courtesans of the House (in the absence of more formal leadership).
Note: If you are a PC courtesan and want to be the Representative, discuss it with your fellow House-mates (if any) and then simply let the Council know you'll be filling the role.
- When voting, one vote is cast per House. The Priestess doesn't vote.
- All novices, adepts and courtesans may attend the meetings, though only to observe. They may approach a Council member to speak or have their point brought up.
- Hosting the meeting is done round-robin.
The current process followed for meetings is:
- Someone feels a need for a meeting and starts gathering dates together. A date/time are chosen for as many as possible.
- The meeting takes place IC. Dowaynes, Seconds and Representatives gather to chat about issues. A scribe takes notes so the log can be posted on the Forum at http://kushielmux.com/forums.
- Those who couldn't attend the meeting comment on the topics discussed, either on the forum or by @mail. IC, they receive a copy of the scribe's notes.
- If there needs to be a vote on anything, everyone is given a RL week to send that vote in by @mail to all Dowaynes and Seconds.
- The result of the vote is posted on the forum and on the House Bulletin Board System (these objects are in the anteroom of each House).
Current Topics on the Agenda
- Envoy to the Royal Court — though voting put Genevieve nominally in this position, a 'job description' of sorts needs to be written; there are too many varied ideas of what it entails. A draft has been written and sent to all council members prior to the meeting, for review and possible changes.
- Showing(s) — arranging showings between the Houses for the novices

Agenda
Open Council Meetings to Courtesans, Approved
Courtesans may appear at the council meetings but in an observational manner. Decisions and voting are made by the Dowaynes and Seconds.
Longest Night
Longest Night will be decided by committee, and will be held in Cereus' ballroom. Anyone interested in helping to plan the event should contact Cypres no' Cereus.
Secondary Jobs & Courtesans, Approved
The decision to outlaw courtesans with a completed marque to perform any secondary jobs has been left to the individual Houses. Each Dowayne shall announce the decision to his/her courtesans in the House.
Council Needs & Objectives, Approved
The council is not a policy-maker. It is a forum for discussion and support between the Houses, with an emphasis on communication.

Nominations are submitted and a final decision will be made at the next meeting.
House Authority & Interference
Assistance to a House in need (asked for or otherwise) will be based on the specific situation. Acting without the permission of the House or its leadership will be done as a last choice, lightly and with the express intent to return the reigns to that leadership (or what/whoever steps up) as soon as possible. No one wants to run two Houses.
